Extension of maximum duration of visa!
The maximum duration for visas will be extended from three to five years.
Re-entry permits will no longer require for short visits abroad!
Foreign residents will no longer be required to obtain a re-entry permit for trips abroad, unless they will be away for over a year.
Alien Registration Cards!
The current alien registration card (gaikokujin toroku shomeisho) will be replaced with a Residence (zairyu) Card imbedded with an IC chip. All foreigners legally residing in Japan for more than three months will be required to hold a Residence Card and carry it with them at all times. Currently, local authorities issue alien registration cards to illegal residents, but under the new system only legal residents will be able to obtain a Residence Card. Holders of the new cards will be registered in the Basic Resident Register and the IC chip enables the central government to uniformly monitor their whereabouts and potentially pickup infringements such as failing to report an address change.
The Residence Cards will be issued to eligible foreigners newly entering Japan when they pass through Immigration on arrival. Those already resident in Japan will be required to apply for the card at their local authority.
